While the "Urheberrecht" (right of originator) is not revokable or
even transferable one can allow right of use. This can range from
exclusive to grant everyone the right to freely use, modify and
redistribute. This boils down to has the same effect as a copyright
waiver in common law.
However, since license proliferation is a real problem for people who
care with big projects, _please_ pick an existing complete
waiver-license instead of formulating your own. (E.g. CC0
http://creativecommons.org/publicdomain/zero/1.0/legalcode or GNU APL
http://www.gnu.org/prep/maintain/html_node/License-Notices-for-Other-Files.html,
which is really short and easy - "Copying and distribution of this
file, with or without modification, are permitted in any medium
without royalty provided the copyright notice and this notice are
preserved. This file is offered as-is, without any warranty"
