better libraries".

The semantics are only evident to the expert. Is Lua intended to be
designed to exclude people who aren't experts?

Sure, you cannot do anything without being an expert. There
is no need to expose the whole language to your clients
if you think they cannot handle it. Lua is best suited to
build application specific little languages on top of it.
