I'm sorry the website was not clear to you.
Did you click on "get started" in the main page?
This leads you to "Installing":

The text there says
Just download it and follow the instructions in the package.
where "instructions" is a link to the README at
https://www.lua.org/manual/5.3/readme.html
and this contains complete instructions to build and install.
Perhaps the section "Installing" in "Getting started" misled you.
