ALT + 126 => ~ can conflict with the desktop environment's hotkeys, but
I *can* tell you that in my copy of Vim, Ctrl+v,126 makes a tilde. I'd
imagine it would be easy to make a Vim mapped hotkey that would be much
easier than Ctrl+v,126.
