On the other hand, if there are GPL and non-GPL libraries that provide
the same interface, the program is only GPL when it's using (or being
distributed with) the GPL library, and it can be non-GPL for just the
source code with no libraries or when using the non-GPL library. (Or
it can still be GPL, if the code's author wants it to be GPL and the
non-GPL library's license is compatible.)
