I don't know what its capacity is…you'll have to contact Zed Shaw and ask what kind of hardware he's running it on.
As for the archives, yes, they are actually threaded. (Maybe you just checked the archives of a smaller list - http://librelist.com/browser/flask/ is probably one of the larger lists on Librelist, and you can see the threading there.)
