But this is because "the ninenteen nineties" goes form "nineteeen
ninety" to "ninteen ninety nine", and you write all then with the
common 199 prefix.

Not so clear with 2000, 2010, but I suspect this way to refer to
decades ( at least from 1920 to 1999 ) is used because it is easy in a
phonetical / graphical way.
