the whole point of this contraption is a gross layer violation: use a
very high-level and very human-oriented application as a messaging
system to publish an IP number.  all this because the feudal system
and bureaucracy layers prevent doing it the right way, usually in an
attempt to keep some status quo.

one more proof that any problem is solvable by another abstraction layer.  :-)
