Is don't think it's necessary to have One Organization to Rule the All. It's possible that a company that uses Lua (say, Adobe) sponsors a Lua-related project (say,  porting an image processing library). I've seen Lua projects on past GSoC, mostly related to gaming (scripting, AI, tooling etc.) and BSD.
