Well, I definitely think VMs have to take more responsibilities over from the OS, but a Lua OS research project should try to answer some interesting research question, since it would not be just the first OS written in/for a dynamic language.
Another related project from the Smalltalk world is SqueakNOS [http://wiki.squeak.org/squeak/1762].
