I think there are two uses of the word "dynamic" in the article.
In the blurb and a few places of the article, it is probably meant in the general sense of 
 reactive, rapidly moving, gaining coverage, etc.
In other places, it is in the technical sense of type system... Boo is described as 
statically typed, for example.
