There's no technical issue at all, could have named it jeff.dll, it doesn't matter..

It -is- however named one or the other with the purpose of being descriptive and put into context as interpreted by a human, as opposed to say just a unique ID, so for the sake of clarity, I strongly advocate '5.1', as it's far more descriptive than 'fifty-one'

(not to mention that the vast majority of humans are morons and can't properly deduce the meaning of 51 in the context of lua., but I guess that wont be an issue for real until lua 51.0 is released, so might as well remove that possibility right now)

I'm not writing to suggest which DLL file name is better; it makes no difference to me which one is used. I'd simply like to know where one can find a definitive answer regarding the cause of the divergence and which naming convention should be used going forward.
