The most obvious differences are that Bou explicitly supports Windows, 
whilst Prime Mover explicitly does not.

Also, Bou plugs into an existing Lua installation; Prime Mover does not 
(it carries around its own Lua sources and compiles them as needed).

I guess this makes them distinct enough to offer "different strokes 
for different folks" and thus both to be useful...
