[ANN] Lua Signal 1.0

I have mostly finished with what I wanted to do. The library should
contain all common signals for your platform upon compilation. I also
included kill() for POSIX compliant systems. It can be downloaded
below.

If anyone has any suggestions for additions or changes I'd be happy to
