Not at all:

  The TIOBE Programming Community index gives an indication of the
  popularity of programming languages. [...] Observe that the TPC index is
  not about the best programming language or the language in which most
  lines of code have been written.

The key word here is "popularity" (as measured by google hits and the
like). The page

although a little out of date, gives an interesting comparison between
this specific notion of "popularity" and other possible metrics for the
relevance of a programming language (cost to advertise, jobs, etc.).
