LuaDeclare

Hi all,

I just wanted to announce a new Lua module called LuaDeclare, that provides
a function binding mechanism for arbitrary win32 dynamic libraries.

I belive that it's something similar to what FuBi does. However, I haven't
looked at FuBi closely, so I cannot say for sure.
