If the information is static, it seems silly to make the function take an
extra argument that it does not use. This will create more
misunderstanding than it solves.
But if you must have it this way, then as the previous correspondent
suggested, for goodness' sake document that you can pass a NULL state.
In any case, as you admit yourself, there's already a function that
doesn't take a state, lua_open. So why not make this function not take a
state too?
