FWIW, I don't know much about the innards and license of Groups.io, but I subscribed to the LTspice group on Groups.io (which moved away from yahoo some time ago). It has a nice mailing list interface too, so I have used it like a mailing list even if it is web-based AFAIK.
Never had any kind of problem, both receiving and posting messages (as a mailing list, I mean).
