... but it could also be quite well a simple "refresh timing" problem,
that first the file seemed to be empty.
If you use e. g. SSD drive or even a more modern HDD, they all use
EXTENSIVE caching to avoid too frequent write processes... .
If the hex dumper is older, it might not use the correct newer Windows
command for "cache treatment" / flushing etc... . This can be really
tricky in such state of the art PC systems... .
