My own experience with a help system embedded in this way in a tool or programming environment is usually negative. It is just so much easier to have an HTML file with all the documentation in your favorite browser than having to recall "hmm, how do I browse the docs again in this here thing"?
You made an argument about slow Internet somewhere in the world, but the HTML documentation is already part of the downloadable Lua bundle, so bundling the same documentation embedded in some other way would work against your argument.
