that's exactly the point (and the intent of the GPL).

regardless of merits or ideology, there are reasons why anybody can
choose not to release something as GPL. after making such choice, it's
necessary to avoid dependencies on any GPL code.

the original question was if just using a GPL C library requires
making the whole Lua program GPL too.  I think it does, unless you can
make the GPL part optional.
