This isn't the first list to have this problem and the solutions are known.

Though the titles are a bit over the top for the current case, but
they give many examples, the sort of well-meaning behaviour that
actually worsen the situation (such as ranting at them on-list or
banning them via technical means), and the sort of solutions that tend
to improve matters.
