If that's the case, then, the one benefiting from the comments should take care of writing, using and maintaining them. You know, for the greater good. In which case everybody incentives will be aligned: clear code leads to meaningful comment which brings good documentation, demonstrating clarity of thought and purpose, etc, etc, ...
