os.time() documentation

As mentioned in [1], the os.time() function defaults to hour=12 if no
hour is specified in the table. This is documented in PiL although not
in the manual.

Any chance the documentation for 5.2 could be updated to include this
bit of information? 

With the manual lacking in information about what the hour, min, sec
and isdst would default to if not specified, does this leave it open to
interpretation by implementers what the values would actually be?
