Thanks very much but the difference between say, SASS and this is that
I can use SASS almost like a filter:

CSS -> SASS -> CSS.

This allows me to work with people who do not know programming
languages , or at least not my favourite ones.  A preprocessor, not a
generator is what I was asking about.
