CGILua is pure Lua, so no dll.
Look for cgilua.lua and possibly a directory called cgilua.
Sorry, I assumed that Lua For Windows installed CGILua.
You can install it manually though.
Download this:
Extract the src\cgilua directory to C:\Program Files\Lua\5.1\lua\cgilua
Move cgilua.lua to C:\Program Files\Lua\5.1\lua
It should work now.
