You can default that field to BSD or MIT. And if the author doesn't
bother to enter his name, then the organization behind the repo
website gets full copyright -- you can put that in the Terms of Use.

And what if the person submits code that doesn't belong him and is licensed elsewhere? Is there a way to cope with such cases?
