It may help noticing that Ruby Gems apparently took almost 4 years
from version 0.2 to 1.0 and was built over a full Ruby distro:

LuaGems has to struggle with the distro part and is still in its first year:

You may want to consider too the different community sizes and
maturity levels when the two projects started, this may be also
related to what you consider puzzling.
