Simple Internationalisation library

Some people at the workshop were interested in the library I use for
providing translated messages for my talker server.  I've tidied it up a
little, and provided a very simple fudge C binding such that C programs
can use it.

There is some documentation at the top of the i18n.lua file.  As I said,
this is very rough, and any comments are welcome.
