Perhaps in LuaMime?

The thing is that one can use LuaSocket without necessarily needing MIME handling. Or handling MIME structure without necessarily needing any networking.

Perhaps LuaSocket should focus solely on the network stack and outsource all the encoding to LuaMime :))

Header encoding is not there (for no good reason), but it's really easy
to do. Maybe I should add a tiny function to do it.

Yes! That would be great. What character set does the encoding uses? UTF-8? Big5?
