[ANNOUNCE] lualibs release 14 & 8.1 (bugfix to rex)

I've just made a bugfix to my C regex library. The bug affected the
library when it is used with Henry Spencer's implementation of POSIX
regexps (or another implementation that supports NUL-terminated strings).

The bug was also present in release 8 (the last Lua 4-compatible release),
so I've made a new release, called 8.1.
