ann: cgi4.lua and cgi5.lua

After reading the lua5 spec, I've written cgi5.lua, which makes cgi.lua
for Lua 4 into cgi4.lua. Both are avaiable at
http://www.dingoskidneys.com/~jaredj/#lua

I haven't tested them thoroughly; cgi.lua has dubious roots which
involve wee hours of the night. You have been warned. :)
