but one thing that people
usually forget is documentation. Such distribution should include
documentation for all the modules included, in an as much as possible
uniform document.

Agreed 100+%... Documentation is - after visibility - one of the great weaknesses with 'community supplied' extensions. As the people who created the extensions often don't need any documentation themselves, this is only natural.

Maybe a standardized form of docuemtation could be the 'barrier of entry' for inclusion of a module into the distro?

Another one comes to mind, which is terms of licence. A overall Lua licence might be disireable, but maybe some modules could be included with explicit statements as to varying licence terms..
