New release of Lua libraries (bitlib and rexlib)

I've made a new release of my Lua libraries for Lua 4.0. This doesn't fix 
any bugs or add any features, but just changes the implementation slightly 
so that it only uses the published API (as Luiz pointed out I wasn't).

If you're already happily using release 6, don't bother upgrading; users 
of earlier versions probably should.
