Other things being equal, yes. Other things are not equal here.
The former is something the best and the brightest of the
software-creation community have been struggling with for decades; my
own estimate is that it's an AI-complete task.
The latter is, depending on the person, anywhere from trivial to
impossible, with both extremes fairly rare; most people seem to be
somewhere around "minor comptence is mildly, but only mildly, hard".
