If it happens in Windows, you can try to use the System control,
"Regional Settings" - "Detail settings"... there you can either
specify the country, but you can also invoke a special window, where
you can define the decimal delimiter separately ... in Germany you
typically have to do this if you want to read international CSV files
nicely (also change the csv column list delimiter from the German ";"
to international ",").
