Out of curiosity, what are the concerns with lctype.c/h ?
These files appeared in Lua 5.2.0-work1, disappeared in 5.2.0
(beta-rc2), and reappeared in beta-rc3 !
They are here to provide a locale-independent parser, are they?
Is EBCDIC problem now solved?

The setlocale calls are still there, and this will surely break when using Lua in a multithreaded host.
