The reference manual says labels are visible in the block where they are 
defined.  So, why does the following fail in rc2?

	while false do
		break
		goto label
	::label::
	end

	while false do
		break
		goto label
	::label::
	end

        $ ./src/lua: t.lua:12: label 'label' already defined on line 6

Aren't ::label:: defined in different blocks?
