Huh?  How about a picture.

My mil/mm vernier caliper has everything marked with "0". My mm vernier goes "0,1,2 ..., 9, 0".

Taking a look at the wikipedia page on calipers shows the dial caliper goes 0, 10, 20, ..., 90, 0.

Taking a look at the page on micrometers shows me lot of ranges, all the ones I can see all have "0" inscribed.

The range that would be most relevant to this discussion is "23, 24, 0, 1". Note *NOT* "24, 25, 1, 2". So, clearly machinists side with the "0" camp (unsurprising since they often have to chain measurements from an origin).
