[ANN] Lua For Windows v5.1.3.7 Public Alpha4 released

This is mainly a bug fix release. Please test on non-administrator
accounts let me know if there are any issues. The file associations
are still missing when not an administrator, but they should be in the
next release.

    + Added LuaForWindows documentation initial draft.
    * Fixed the Lua file icon not showing up.
    * Fixed the the default color scheme to have a black color
