Not sure what the OP really meant (A GUI toolkit binding? A GUI
interface to the Lua command line? A Lua IDE?), but if it's the first,
lua-gtk claims to work on windows.
There's a windows binary download at:
http://luaforge.net/frs/download.php/3180/lua-gtk-0.8-win32-i386.zip.
