You can build a static library by changing the commands in the mingw target in the src/Makefile:
mingw:
$(MAKE) "LUA_A=liblua51.a" "LUA_T=lua.exe" \
"AR=ar cr" "RANLIB=strip --strip-unneeded" \
"MYLIBS=" "MYLDFLAGS=-s" lua.exe
