time zone?

Hello,

Is there a way to access time zone information from Lua? Perhaps the 
time zone name and its UTC offset?

os.time() seems to return the local time, not UTC. Which is alright, 
but it would be even more useful if the time zone information was 
available as well.

Would it be possible for os.date( "*t", aTime ) to return time zone 
information as well?

Or perhaps there is some straightforward alternative to this?
