Proposing stuff to add-on library coders?

Hi, all.

Forgive an ignorant question...what is the best way to
suggest changes/tweaks etc. to library coders if there
doesn't appear to be a mailing list or discussion forum 
for that library?

For example, I would like to chat to the LuaFileSystem people.
Is this list the right place for that, or is the consensus
that small-time code discussions are best kept out of a
committee-sized group :-)

How do the core movers and shakers of the Lua scene like
to see it done?
