[ANNOUNCE] Lua 5 RPMs updated

I fixed the linking bug that I just reported, so that liblua.so and
liblualib.so are proper dynamic libraries.

I also took the opportunity to improve the dependencies between lua and
lua-devel, so they now have to be the same version (previously, you could
have the lua RPM one version and lua-devel another, which wasn't very
safe).
