[ANNOUNCE] New release of rex and bit C libraries for Lua 5

Release 12 of my Lua C libraries fixes a memory allocation bug (not enough
memory allocated) in rex. This was causing a buffer overflow. Once I
stumbled over it, valgrind tracked it down quite quickly.

It was due to a typo when converting the code from Lua 4 to Lua 5; users
of Release 8 (the last Lua 4 version of the C libraries) might like to
know that this bug doesn't affect that release (I still don't know of any
bugs in Release 8).
