ClanLib (http://clanlib.org/) is a platform independant 2d game SDK.
it has a Lua scripting interface and appears to support the features
you need. I've never used this or really looked at it, but occasionally
I run across it. my preference is toward SDL (for closer to system-
level access and OpenGL), but if it's got what you need, go for it.
check out the Links section to see some examples of things done
with it.
