I was making it up: I just found this:

 [#2] EXAMPLE  An example of implementation-defined  behavior
       is  the  propagation  of  the  high-order  bit when a signed
       integer is shifted right.

(coming from something purporting to be ISO/IEC 9899:1999: see

Of course, this is not the actual standard, but it's a fair bet that
nothing's changed.
