Email notification on a forum is usually only for threads that you "subscribe" to. I do think forums encourage participation a bit more, because you don't feel like you're spamming the entire univers

Google Groups aren't newsgroups -- they use the same interface, but they don't get propagated to USENET. If you want a real newsgroup, then I'm afraid you'll have to publish an RFD in news.announce.n
