Short:
Arcan is a Lua- programmable mix between a display server and a multimedia framework built on the corpse of a game engine. It is intended for low-mid level graphics projects that fall outside of the ordinary.
There are two big applications developed in parallel that depend on it. Durden, which can be comparable to AwesomeWM but without the need for X - and Senseye, a research project that experiments for visualization techniques for debugging and reverse engineering.
